Town Hall Subarea Planning


In early 2016, in an effort to promote well-planned and high-quality development scenarios for the Town Hall Subarea (THS), the Telluride Mountain Village Owners Association, Town of Mountain Village, and Telluride Ski and Golf, which represent the three major land owners, entered into a Memorandum of Understanding to define and engage in a process to determine the most appropriate uses for this subarea. The subarea is an important location encompassing the Market, Town government buildings, post office, gondola access, parking structure, and Village Court Apartments.

For this Phase 1 of the project, an oversight committee made up of representatives from each of the organizations was put together, with the committee contracting with AECOM, a firm specializing in land planning and design, to conduct a multifaceted project to determine alternative development scenarios. In June 2017, after roughly 18 months of work that included several public work-sessions, Town Council unanimously approved the committees plan and an amendment to the Comprehensive Plan to replace the Town Hall Subarea Chapter (see amended chapter).

After the June 2017 approval of the Town Hall Subarea plan, the oversight committee continued to meet and discuss a forward plan for more clearly defining and studying the six development areas that were outlined in the new Town Hall Subarea Chapter. The committee entered into another Memorandum of Understanding (Phase 2) that focused on key deliverables, including: more clearly define development areas, prioritize development areas or packages, analysis and predesign, and developing a high-level funding framework. The committee then contracted for additional planning services from AECOM, with four priority items that serve as the “spine of the overall THS plan” – the roundabout, roadway consolidation, Elk Lake and park, and school bus stop.
