Dear TMVOA Members,
Below are the Residential class candidates for the upcoming TMVOA election. Please take a moment to review these bios prior to the electronic election starting on November 24th, 2017 via a separate email.
Please note: the Board did not receive any nominations for the vacant Lodging seat and will be making a decision in December on how to proceed in filling that vacant position. Additionally, there is no Commercial class vote as Jeff Badger was elected to that two-year position in 2016 which will expire at the end of 2018.

Richard Child
I am known to be a driven, dynamic and accomplished global financial products and services executive with years of distinguished contributions to market expansion, revenue growth and profitability in Latin America, the Caribbean, and Asia Pacific. My former peers and supervisors viewed me as a strong leader, manager and change agent with a history of developing key personnel and high-performing teams.
During my 40-plus year professional career I have also been a member of board of directors and audit committees for both publicly traded as well as privately owned companies. I have a passion for efficiency and seek as much precision as possible in the tasks I undertake. I fully support holding personnel and entities accountable for their actions and I am financially conservative, with a keen interest in knowing the financial reasoning behind and viability of initiatives taken or to be implemented.
I have been a full-time resident of Mountain Village for 11 years and I believe I have an in-depth knowledge of the needs, desires and nuances of the town’s homeowners. Moreover, I have served on a number of boards and commissions that have provided me with further insight on the community’s particulars:
· Member of Mountain Village Town Council for five years (2008-2013). Additionally I was mayor pro-tem for two years; I also served on the finance committee and represented the town on the Region 10 Board of Directors.
· Member of the board of directors of TMVOA (2007).
· Member of the board of Marketing Telluride Inc. (currently known as Telluride Tourism Board) – 2006-2007.
· I am currently an alternate member of the Telluride Regional Airport Authority Board and a member of the Town of Mountain Village Ethics Commission.
I am very pleased with the increased collaboration between TMVOA and the town of Mountain Village, something I will continue to support as it benefits homeowners and businesses alike. I am married and have two daughters, both graduates of Telluride High School, who currently live in Denver.
Heather Knox
Heather Knox grew up ski racing in Minnesota. After graduating from Colorado College Heather planned to move to a ski town for a year; that was 1995, and she has been here ever since. Initially Heather worked as a shared seasonal employee for both Telluride Ski and Golf, as a lift operator and then lifts trainer, and for Mountain Village as ground keeper or what was called “a flower girl” back then. In 1998, when the Telluride Conference Center (TCC) was being planned and developed, Heather was hired, first as the executive assistant, then as a group coordinator/manager, and ultimately promoted to the position of Director. Under Heather’s leadership, with creative revenue generating, Heather was able to cut the annual tax payer subsidy to the Telluride Conference Center by 82% ($750K+). Heather finished her career for Mountain Village as the Director of Economic Development, which managed the Telluride Conference Center, the Guest Services Department, marketing & homeowner communications, and all Mountain Village events and economic incentive grants. Heather managed an annual budget of $2.4 million. Numerous Mountain Village events and festival grants from this time still occur and are successful in Mountain Village today under TMVOA’s direction and budget. Heather holds the honor of naming the Sunset Concert Series. Because of the view to the west, it seemed like a good name! Following this, for 6 years, Heather was the Executive Director of the Palm Theater, helping the Palm transition from a generous contribution for the naming of the theatre to self-sufficiency. Heather brought in a successful after-school dance program under a new non-profit, Palm Arts. Since 2014 Heather has been and is the Executive Director of EcoAction Partners, focusing on energy efficiency and waste reduction. Heather was recently appointed to the State of Colorado Pollution Prevention Advisory Board Assistance Committee, overseeing CO Recycling Resources Economic Opportunity grant and rebate programs. Currently Heather is pleased to be assisting the Town of Mountain Village (Village Court) and TSG on increasing energy efficiency and comfort in our affordable housing stock. Heather is a Meadow’s resident, and mother of two: Zoe age 13 and, Thea age 11. She volunteers as a coach for the Telluride Ski and Snowboard Club. Heather is also extremely dedicated to using the public transportation system that TMVOA funds. As much possible, through biking, taking the gondola/chondola and/or bus, Heather gets to where she needs to go without getting in her car. Heather also serves on the SMART (San Miguel Authority for Regional Transit) Community Advisory Committee.
Jim Royer
Jim Royer and his wife Carol first visited Telluride in 1983 and returned every year realizing that it was a unique and special place. They bought land in Mountain Village on Benchmark Drive in 1992 and built their home in 2002. Jim has been active in local Mountain Village issues and was very active in working on the Mountain Village Comprehensive Plan with residents and the Town Council. Jim has a BS degree in Civil Engineering from Bucknell University. He was Chief Operating Officer and Vice Chairman of AECOM Technology Corp. when he retired in 2011. AECOM is a global engineering, architecture, and program management company. Jim looks to bring his engineering and development expertise to TMVOA in dealing with the continued development of Mountain Village to ensure that it continues to be a unique and special place.
Jim has served on the TMVOA board since being elected to the board in December of 2015. Since joining the board, Jim has served as a member of the Finance and Budget Committee and is one of TMVOA's representatives on the Town Hall Subarea Planning Committee. The plan produced for the Town Hall Subarea establishes that area of our Village as the Civic Center for the residences of Mountain Village. A new Village Center Subarea Committee has been formed to address the Mountain Village Core and what might be done to increase vitality and how Lot 161 CR, which is owned by TMVOA, could be developed to serve our Village. If re-elected Jim looks forward to completing work on the Town Hall Subarea and beginning the planning work on the Village Center. Jim is currently the Vice Chairman of the TMVOA Board.
